Vacancy Note for the position of the Project Deputy Director/ Monitoring & Evaluation Specialist of USAID Ukraine Civil Society Capacity Building Project implemented by ISAR EDNANNIA
Project Deputy Director/Monitoring & Evaluation (M&E) Specialist will assist the Director (COP) in managing and monitoring of all program components (including management of all staff and office) with the special focus on monitoring and evaluation (M&E). Will support the Director in overseeing the quality, cost-effectiveness, and timeliness of performance of all work to ensure that the project is meeting proposed objectives and targets.
Key Responsibilities
- Drafting annual work plans and semi-annual project progress reports and submitting it to USAID
- Preparing the Performance Monitoring and Evaluation Plan (PMEP) and submitting it to USAID for approval. S/he should be familiar with USAID requirements to the PMEP structure that contains project objectives, expected results, performance indicators, data sources, collection methods, baseline information, a timeline for collecting it, targets, and the names of responsible individuals
- Developing such indicators that credibly reflect the actual performance of the project
- Interacting regularly with USAID in terms of the M&E plan
- Conducting various analyses and surveys to measure the progress of the project implementation on as needed basis
- Collaborating with implementing partners to coordinate efforts and share results
- Representing the program to USAID and other constituents, as needed
Qualification requirements
- Advanced University degree in Social Sciences, Political Sciences, etc.
- Fluency in written and spoken English and Ukrainian
- Special experience working in civil society development or related fields
- Successful management of or experience working on donor-funded technical assistance projects for civil society development, with preference for USG funded donor experience
- Demonstrated understanding of the political and economic situation in Ukraine
- Demonstrated ability to establish strong working relations with government officials at all relevant level country government as well as other donors, media, and civic leaders
- Excellent writing skills as well as strong analytical aptitude, communication and presentation skills
- Excellent public speaking skills and interpersonal skills
- Well organized
- Able to work independently
- Skilled at handling multiple tasks
- Diplomatic
- Adhere to deadlines
