Position Overview

Ednannia seeks Monitoring, Evaluation, Learning (MEL) and Reporting Manager for the USAID-funded Ukraine Civil Society Sectoral Support Activity implemented by Ednannia in consortium with the Ukrainian Center of Independent Political Research (UCIPR) and Centre for Democracy and Rule of Law (CEDEM), which works for strengthening of capacity of civil society organizations, improving legal environment for civil society and researching opportunities and challenges for civil society in Ukraine.

Monitoring, Evaluation, Learning (MEL) and Reporting Manager, who will assist Chief of Party (COP) and Deputy Chief of Party (DCOP) in monitoring of all program components (including Monitoring and Evaluation of Sub-Awardees). He/She will supervise MEL staff in Ednannia and Consortium Members. He/She will support the Activity Team and its subgrantees in developing and implementing monitoring and evaluation systems to measure their results and effectiveness of the Activity efforts. The Manager will oversee all MEL activities, provide technical direction and support, ensure the accurate reporting of results for program activities, and ensure the program aligns with the Ednannia and USAID quality standards for MEL.

Key Responsibilities

The specific duties to be carried out by the successful candidate are listed below:

  • Design, develop and implement MEL systems for the Program in Ednannia and Consortium Partners, including developing key performance indicators, targets, Performance Indicator Reference Sheets (PIRS), planning data collection methods, tools, and reporting formats; and lead MEL revisions as needed;
  • Work closely with consortium members and partners to establish their internal MEL systems, MEL plans, and data quality management as needed;
  • Work with consortium members to ensure annual workplans are aligned with the MEL plan to meet annual and life-of-program targets, and provide ongoing supervision and technical assistance to partners, as needed;
  • Conduct, oversee and guide data collection, management, data quality assessment, analysis and visualization, and reporting progress towards indicator targets and results;
  • Assess inclusion of mandatory crosscutting considerations (gender, inclusiveness and self-reliance) in the program implementation and reporting by the Consortium Members and sub-grantees;
  • Lead Collaboration, Learning and Adapting (CLA), create a learning agenda and implement a system designed to identify lessons learned for further dissemination among leadership to apply program learnings in pursuit of adaptive management;
  • Regularly review data collection processes, perform data quality assessments, and make adjustments as needed;
  • Design and conduct appropriate training of all partners in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MEL;
  • Conduct regular visits to program sites to provide technical assistance and ensure proper monitoring of program activities;
  • Collaborate with communications team to visualize and disseminate important findings;
  • Coordinate any external evaluation processes, including drafting evaluation ToR and selection of firm, in alignment with program;
  • Develop annual performance plans, semi-annual performance Reports, annual MEL reports, and geodata reports;
  • Other tasks as assigned.

Qualification requirements

  • Master’s degree in social science, public policy, international development, statistics, economics or related field and/or specialized training/certification in monitoring & evaluation;
  • Minimum 5 years of professional experience managing and implementing complex MEL systems, preferably of USAID or other international donor-funded programs;
  • Proven record of designing and implementing data collection tools; 
  • Experience in utilizing gender and social inclusion sensitive indicators and measures;
  • Ability to work as a team member and with various partner organizations;
  • Excellent English and Ukrainian oral and written communication skills, fluent English writing skills for drafting and finalizing technical documentation in English;
  • Strong training design, training delivery, and facilitation skills;
  • Exceptional communications and problem-solving skills;
  • Extensive knowledge of reporting procedures, including USAID, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation.
  • Demonstrated ability to produce and edit reports and technical documents is required.
  • Proficiency in Microsoft Office programs, i.e., confident user of MS Excel, Word, PowerPoint, etc., and the ability to use various statistical software programs.
