We are advocating for civil society interests and serve as a bridge connecting the expertise and needs of civil society with the authority and agendas of state institutions. We transform criticism into joint solutions and ideas into real change.
Our goal is to ensure that the voice of civil society is heard and taken into account in shaping public policy.
Our Approach: From Strategies to Real Action
ISAR Ednannia is a partner in the development and implementation of key national policies that shape the Ukrainian future.
- We Support the Development of Public Policy on Civil Society and Open Governance
We supported the Secretariat of the Cabinet of Ministers of Ukraine in developing the National Strategy for Promoting Civil Society Development for 2021-2026 and its implementation plans. We also monitor the current Strategy's implementation as a foundation for designing the next one.
Together with our partners, we work with parliamentary committees to improve the legal framework and digital services for CSOs.
We are actively involved in developing the Action Plan for the Open Government Partnership Initiative, organizing joint meetings to generate proposals, and conducting events to support implementation. In cooperation with government bodies, particularly the Ministry of Justice of Ukraine, we help inform the public about the legal foundations of CSO operations.
- We Invest in Youth
Together with the Ministry of Youth and Sports of Ukraine, and with the support of UNDP in Ukraine, we are developing a new State Targeted Social Program Youth of Ukraine: Generation of Resilience-2030, engaging young people directly in shaping the policies that affect their lives. With the support of UNICEF, we are also laying the foundation and building the evidence base for the implementation of the European Youth Guarantee program in Ukraine.
- We Support Veterans
In partnership with the Ministry of Veterans Affairs and the Ukrainian Veterans Foundation, we implement joint grant competitions and strengthen the institutional capacity of veterans’ CSOs, enabling them to become effective providers of essential services.
- We Develop the Social Services Market
Together with the Ministry of Social Policy of Ukraine and the Fund for Social Protection of Persons with Disabilities, we are advancing the social services market. We help civil society organizations become service providers operating under national standards, expanding access to quality social support for those in need. We also support the Fund in implementing transparent competitive procedures.

We know how to turn complex situations into opportunities. For example, our large-scale consultations on the electronic humanitarian aid registry helped identify compromise solutions for the import and tracking of aid, significantly easing the work of volunteers during the war.

We organize discussions, consultations, and strategic meetings to ensure that the voice of civil society is heard and reflected in public policy.
