For the past 10 years, we have been creating opportunities, supporting initiatives, and shaping policies that help young Ukrainians realize their potential and contribute to building a resilient civil society. We believe that investing in the younger generation is the most effective path to a strong and democratic Ukraine.
Our Goal: Building the Capacity of Ukrainian Youth
We view youth support as a social responsibility, a matter of strategic development, and national security. Since Ukraine regained its independence in 1991, it has been the younger generation that has taken on a significant share of the country’s challenges and responsibilities. Today’s youth are simultaneously pursuing education, contributing to the economy, serving their country, and navigating a complex journey of personal, professional, and civic development.
Resilient Generation Cluster of Youth-Focused Initiatives is several initiatives aimed at supporting active youth and strengthening youth policy amid today’s challenges.
Developing the potential of Ukrainian youth through the Resilient Generation Cluster is one of our strategic priorities and a flagship focus area. These initiatives are aimed at building self-reliance, strengthening resilience, restoring a sense of basic security, and updating national youth policy in line with the current needs and challenges facing the younger generation.
How do we do that?
We shape policies and national programs
- Developing national policy: In partnership with the Ministry of Youth and Sports of Ukraine and with the support of the UNDP, we are working on the creation of a new State Targeted Social Program Youth of Ukraine: Generation of Resilience-2030. The process involves active engagement of youth CSOs, youth centers, and youth councils through open consultations.
- Bringing European approaches to Ukraine: With UNICEF support, we are building an analytical and evidence base for the implementation of the European Youth Guarantee program in Ukraine that is focused on supporting young people in education, employment, and social inclusion.
We Focus on Institutional Development
- Strengthening youth sector infrastructure: We contribute to the establishment and development of key structures in youth policy. Notably, we were engaged in shaping the Ukrainian Youth Foundation, which implements innovative solutions in the youth policy sphere. We also cooperate with the All-Ukrainian Youth Center and help expand the network of youth centers across communities. Additionally, we support the organizational development of youth councils and youth CSOs.
We Provide Analytical and Methodological Support
- Knowledge sharing and scaling experience: We transform successful practices and approaches into methodological materials, analytical reports, and guides that are used by a wide range of partners to advance youth policy at both national and local levels.

We Support Youth Initiatives
- The Youth Capacity Development in Western Regions of Ukraine Program, supported by UNICEF and the governments of Japan, Norway, and Germany, has reached nearly 230,000 young people across seven Ukrainian oblasts. The Program resulted in the opening of 10 new youth centers and the renovation of two existing ones, which now operate independently and serve as long-term platforms for youth support in the oblasts. The Program also launched 12 social enterprises within youth centers and 23 school-based social enterprises in the Lviv oblast. Through the Program, the UPSHIFT initiative was implemented, engaging teenagers in developing pilot micro-projects in their communities. We also provide financial and methodological support to youth councils, helping them implement social programs, strengthen their capacity, and integrate into local governance processes.
- As part of our broader development programs and initiatives, we provide grants for organizational development and project implementation to youth civil society organizations, enabling them to grow, scale ideas, and drive meaningful change in their communities.
We advocate, engage, and connect
- We initiate open public discussions on issues that matter to young people.
- We create platforms for partnership, cooperation, and dialogue in the youth sector.
- We help young people find resources, like-minded peers, and opportunities to bring their ideas and projects to life.

- In-house expertise and policy influence: Our knowledge and experience enable us to implement local projects and contribute to the development of national policies and programs at the highest level.
- Youth at the core: This is our main principle. Young people are not just beneficiaries, they are active players at every stage of a project. This empowers them to think strategically and take responsibility.
