
The CSO Meter project provides regular and consistent monitoring of the environment in which civil society organisations operate across the Eastern Partnership countries. It is based on a set of standards and indicators covering 11 different areas, assessing both legislation and practice in line with international standards and best practices. In Ukraine, this report was prepared by experts from ISAR Ednannia in cooperation with the European Center for Not-for-Profit Law (ECNL), with the support of the European Union.
To improve the CSO operating environment in the near term, Ukrainian institutions should identify the following 7 priorities among the report’s 40 recommendations. These include ensuring systematic and continuous CSO participation in the development of policy and programme documents related to EU integration, the prompt implementation of the Law “On Public Consultations,” and facilitating CSOs’ access to banking services and public procurement on an equal footing with businesses. Other important steps include properly documenting crimes committed by the Russian Federation against civil society and media actors, ensuring the effective functioning of the Diia CSO registration service, and adopting Draft Law No. 8084 to regulate the activities and state registration of public organisations.
Action “CSO Meter: Empowered for Action” is funded by the European Union. The Project is implemented by the European Center for Not-for-Profit Law Stichting (ECNL) and its partners: Transparency International Anticorruption Center in Armenia; MG Consulting LLC in Azerbaijan; Civil Society Institute in Georgia; Promo-LEX Association in Moldova; and the ISAR Ednannia in Ukraine.
