Currently, Ukraine lacks an effective state policy aimed at promoting the economic activity of displaced persons, particularly women. Despite having state and non-governmental programs, their scope and coverage remain insufficient. Many of these programs are localized with limited information about them.

To better understand the employment situation of displaced women and their perspectives on the labor market, the team from the Analytical Center Socioconsulting conducted a comprehensive sociological study titled Effectiveness of Policies Supporting the Economic Activity of Internally Displaced Women as a Key Element of Ukraine's Early Recovery, with the support of ISAR Ednannia under the Ukraine Civil Society Sectoral Support Activity.

The study surveyed 500 displaced women aged 18 to 59 who relocated after the full-scale invasion. Most of them expressed a strong desire to work but faced several challenges — low wages, inconvenient work schedules, and a lack of job opportunities that matched their qualifications. Only 4% of respondents reported no difficulties in their job search. Women entrepreneurs among the displaced also encounter obstacles such as lack of funding and uncertainty due to the ongoing war.

To improve the situation, the study’s authors recommend creating a unified state portal that would provide information about all available programs. They also suggest exempting displaced women from taxes on grants and increasing the number of training and grant programs aimed at the most vulnerable groups, including women living in small towns and liberated territories.
