Research Children with Disabilities Education 169 eng

Due to the war, the learning process for students and teachers across Ukraine become significantly complicated. However, it poses even greater challenges for educational institutions serving children with special educational needs, as the issue of ensuring proper inclusivity was already pressing in our country before the conflict.

The Right to Protection Charitable Foundation, with support from ISAR Ednannia as part of the Ukraine Civil Society Sectoral Support Activity, conducted a unique study. It is one of the first to provide systematic information on creating and functioning a safe educational environment for children with special educational needs during wartime, alongside ongoing reforms in this field.

Researchers visited schools in Dnipropetrovsk, Kirovohrad, and Poltava oblasts, assessing not only the availability and condition of shelters but also the overall creation of safe educational environments. They found that most schools shelters for children with special educational needs do not meet safety and accessibility standards. However, the active involvement of additional resources beyond state budget funding has partially enabled the creation of conditions for children who stay in boarding facilities to remain overnight.

Among other recommendations, the researchers suggest involving the children themselves, their legal guardians, and civil society organizations in the planning of safety measures and identifying the specific needs of children at the level of educational institutions.
