Following the full-scale invasion and the closure of air travel, buses, and cars became lifelines for over four million Ukrainians seeking safety abroad.
The Institute of Legislative Ideas, with support from ISAR Ednannia as part of the Ukraine Civil Society Sectoral Support Activity, conducted a study on the procedures for inspecting bus and car passenger transport services. The analysis revealed several systemic flaws, including the lack of a clear process for handling complaints from transport operators, the absence of differentiated fines based on the severity of the violation, the ability of officials to make decisions at their discretion, and an ineffective system for appealing inspection results.
As a result, some transport operators face unjustified pressure from inspectors that threatens fair competition in the market. Experts recommend revising current legislation and approaches to conducting inspections, implementing digital processes, strengthening internal controls, and ensuring transparency in the inspectors’ work.
These steps will not only reduce corruption risks but also create a more reliable and understandable system for transport operators, providing a significant boost for attracting investment into the sector.
