On behalf of Ukraine, ISAR Ednannia participates in developing the Council of Europe's recommendations on the legal status of non-governmental organizations in Europe.
Natalie Klymova, the Deputy Executive Director of ISAR Ednannia, along with Oksana Pavlyuk, a representative from the Ministry for Communities, Territories and Infrastructure Development of Ukraine, participated in a meeting of the Working Group on Civil Society Participation of the Council of Europe Committee of Ministers on Democracy on February 17-18, 2025. During the meeting, the Working Group developed a draft recommendation for the Council of Europe member states on the legal conditions for the functioning of civil society organizations (CSOs). Ukrainian delegation insisted on adding an amendment to the document highlighting the importance of the role of CSOs during wartime.
"During the war, the role of CSOs is essential. They provide humanitarian aid, organize the evacuation of civilians, and offer medical support and psychological rehabilitation. In addition, they play a key role in documenting war crimes, providing legal assistance, countering disinformation, supporting independent journalism, protecting victims' rights, preserving the environment, and facilitating post-war recovery," said Natalie Klymova during a Working Group meeting.
She emphasized that at the same time, these organizations often operate under extreme and dangerous conditions, facing persecution, legal restrictions, and threats to their safety. As a result, national governments across Europe should recognize their critical role and ensure comprehensive protection and support.
"Only through joint efforts civil society could preserve its independent voice and affected individuals could have effective support during wartime and recovery period," noted the Deputy Executive Director of ISAR Ednannia.
ISAR Ednannia's participation in the work of this key Council of Europe platform highlights the important role of Ukrainian civil society in the democratic transformation and integration into the European community.
