Simplifying the registration of CSOs through the Diia portal, improving access to public procurement and banking services, and enhancing the transparency and efficiency of public consultations, are among the key priorities for the sustainable development of civil society in Ukraine in 2025. These priorities were identified in the CSO Meter 2024 report, prepared by ISAR Ednannia. They reflect urgent challenges and strategic opportunities aimed to make CSOs more influential and resilient.

Overall, the priorities for 2025 indicate that CSOs are playing an increasingly important role in Ukrainian democratic development. However, achieving systemic changes requires close cooperation with government institutions, businesses, and international partners. This will enable an effective response to challenges and also the creation of a favorable environment for civic engagement and participation in the country's recovery.

At the same time, challenges remain regarding access to funding and overregulation in certain areas. For example, restrictions on cross-border financial transactions complicate the work of many organizations, while the lack of special support mechanisms for displaced CSOs creates additional difficulties.
