Canceling over 80% of U.S. foreign assistance programmes worldwide has serious consequences for millions of Ukrainians. Since 2022, the United States, primarily through USAID, has been the largest donor to Ukraine, providing over $38 billion for humanitarian, government, and development programmes, excluding military aid. Problems are already emerging in the healthcare, infrastructure, energy, media, and civil society development sectors.

  • $322 million in humanitarian funding has been suspended.
  • 3.5 million people are at risk in the South and East oblasts.
  • Medical services, shelters, and water supply are under threat.
  • Mass layoffs in the civil society sector.

The communities most affected by the aid cuts are those along the front line, in temporarily occupied territories, and internally displaced persons.
