The Cabinet of Ministers of Ukraine has approved the concept of Youth of Ukraine: A Generation of Resilience – 2030 State Target Social Programme. Based on this approved concept, the Ministry of Youth and Sports of Ukraine, in partnership with the United Nations Development Programme (UNDP) in Ukraine, ISAR Ednannia, and with funding from the Government of Denmark, has started working on the development of the Programme.

The Programme’s goal is to instil a sense of belonging to Ukrainian society into young people, who are a strategic component of Ukraine’s human capital, to develop their resilience, and to create opportunities for personal self-realization.

“The youth of Ukraine are already creating the changes that define our country’s development today,” said Vladyslav Yatsuk, Head of the Youth Policy Department at the Ministry of Youth and Sports of Ukraine. “The Youth of Ukraine: A Generation of Resilience – 2030 Programme will serve as a guide for creating a safe, inclusive environment where every young person can realize their potential and contribute to the country’s recovery and development.” He added, “We are developing the programme together with our partners to give young people the tools, opportunities, and confidence for the future.”

The concept focuses state efforts on three priorities:

  • Expanding youth participation in public life and strengthening social cohesion.
  • Developing resilience: a safe environment and the psycho-emotional well-being of young people.
  • Promoting youth self-realization and economic empowerment.

Viktoria Demidova, project manager for the UNDP in Ukraine Project: “Support to Civil Society and Youth,” noted, “Young people are the driving force behind the country’s recovery and a sustainable, inclusive future.” She also stated that international partners, the Ukrainian government, and civil society organizations are joining forces to help unlock the potential of youth. “Young people should not only participate but also lead the process of change, implementing fresh, innovative ideas for the restoration of Ukraine. To achieve this, an effective programme must be created that provides youth with the tools, resources, and opportunities to realize their potential.”

A crucial prerequisite for the successful implementation of the Programme is inter-agency and inter-sectoral collaboration. The Ministry of Youth and Sports of Ukraine is creating a Programme with partners and young people from all oblasts of the country to help the new generation of Ukrainians become a generation of resilience, innovation, and solidarity.

“We have a historic chance to rewrite the logic of state youth policy,” commented Iryna Bieliaieva, Partnership Development Coordinator for ISAR Ednannia. “Instead of catching up with what young people have already created on their own, we can become their true partners,” she said. Iryna Bieliaieva believes that modern Ukrainian young people are a generation that has proven they are not observers but drivers of change. “And our shared task is to help the state hear their voices and translate their ideas into national policy,” she added.

Proposals for the programme can be submitted by 24 August 2025. 

The Youth of Ukraine for 2026-2030 State Target Social Programme is being developed by the Ministry of Youth and Sports of Ukraine in partnership with UNDP in Ukraine, ISAR Ednannia, and UNICEF Ukraine, with funding from the governments of Denmark and Germany through the German state development bank KfW.
