
A Ukrainian delegation led by Deputy Minister of Youth and Sports Uliana Tokarieva, took part in the seminar on Empowering Insights: Developing Monitoring Systems for Education, Employment, and the EU Youth Guarantee Initiative.
The event gathered representatives of the Ministry of Youth and Sports, the Ministry of Education and Science of Ukraine, the State Employment Service, the State Statistics Service, and experts and representatives of Ukrainian civil society organizations involved in implementing the EU Youth Guarantee Initiative in Ukraine. ISAR Ednannia was represented by Iryna Bieliaieva, Partnerships Development Coordinator. The seminar took place in Warsaw on October 28-30 and was organized by the European Training Foundation (ETF).

The seminar aimed to:
• Deepen understanding of modern approaches to data collection, management, and use in education, employment, and youth policy.
• Promote knowledge and experience sharing to explore best practices and challenges.
• Develop concrete, practical strategies for further improvement.
• Strengthen cooperation and build networks among professionals working on evidence-based reforms.
The EU Youth Guarantee Initiative is a European program that helps young people who are not working or studying to receive a quality offer of employment, further education, training, or internship. The first stage in preparing for the initiative implementation in Ukraine involves conducting a comprehensive study and assessing the situation of young people who are not in employment, education, or training (NEET youth).

ISAR Ednannia, in partnership with the Youth Institute NGO and with the support of UNICEF, is responsible for conducting the research and piloting models to prepare for the introduction of the EU Youth Guarantee Initiative in Ukraine.
For the Ukrainian delegation, it was extremely valuable to present the research methodology during the seminar, receive feedback from international experts, and hold direct consultations with the ETF, which provides expert guidance and support for this process.

The NEET youth study will be conducted within the Unlock Youth: Systemic Strengthening of Youth Services in Preparation Project for the implementation of the EU Youth Guarantee in Ukraine Project that is implemented by ISAR Ednannia and the Ministry of Youth and Sports of Ukraine, in partnership with the All-Ukrainian Youth Centre, with the support of UNICEF Ukraine and financial support from the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) through the German Development Bank (KfW).
